A-boards: Nuisance of revenue raisers?

"Angry Tenterden business owners"
"Tenterden's business community has attacked new rules which will force shop owners to pay £65 a year for A-Boards on the pavement"
"The town's Chamber of Commerce was informed of the move on Friday. Secretary Anne Browne said "Businesses are suffering and can feel a double-dip starting to bite. This is an attempt to extract money. If it wasn't they (KCC) would just be asking for the A-boards to be removed. It feels like the councils are saying Let's get at Tenterden" "
Town Anger at increased KCC bureaucracy - another stealth tax
29 September 2010

A-Boards - new rules effective now, no consultation. The KCC licence fee for each A-board will be £65 per year. No refund will be given if your application is unsuccessful. Your application has to include a site report and the fee. KCC have 4 weeks to decide on your application and if your A-board is found on the public highway during this time. KCC will fine you £47.50 each time they make an inspection.
Formal Licensing for "A" boards
29 September 2010
Note from James Lee
Kent Highway Services' Enforcement Team
I am pleased to inform you that Kent County Council has approved the 'Policy for the Management of Obstructions and Temporary Items on the Highway' for Kent Highway Services. This introduces formal licensing of Advertising Boards (A- Boards) within Kent County Council's jurisdiction. Any business wishing to place an A- Board on the public highway, must now seek permission from Kent Highway Services (KHS). Once agreed by KHS, the business will receive a permit which will need to be displayed in the premises shop window.
The licensing of A- Boards seeks to improve highway safety for pedestrians, reduce the appearance of clutter and obstructions in streets. KHS does appreciate the current financial climate; and its impact on business. Therefore the policy has been designed to be straight forward and inexpensive; taking a balanced view from the business and pedestrian perspective.
The link below directs you to the page containing a letter from KCC Cabinet Member for Environment, Highways and Waste, Nick Chard introducing the policy and answering some frequently asked questions, the Application Form,(including Terms & Conditions) and alternative advertising examples; these should be considered before applying for the licence . Advertising may require planning permission and you will need to contact your Local Planning Authority. Application for an A-board licence. The following link is the full policy which also includes details of the current charges: Full policy
This replaces the existing Tables and Chairs Policy, to now include the Licensing of A-Boards. Licences for both will be issued by the KHS Roadwork's Teams. We aim to visit all 12 districts over the coming months, lettering as many businesses as possible in the town centres who will be affected. We will be working with District, Borough and City Councils regarding the implementation of this policy and any other associated issues, so that we work for a consistent but locally appropriate approach to licensing across the whole of Kent.
If you need any further information, please call on 08458 247800 or email KHS Enforcement Team on KHSEnforcementTeam@kent.gov.uk
"A" board licensing - KCC enforcers are coming to Tenterden
24 September 2010
Note from James Lee
khsenforcementteam@kent.gov.uk
Dear Sir / Madam, I am writing to you on behalf of Kent Highway Services, to inform you about our new temporary obstructions on the highway policy. The policy includes the licensing of advertising boards that are placed on the public highway. Could you please let your members know that if they wish to place an A-board outside of their premises, they must now have a licence. If you wish, we can forward onto you a copy of the licence terms and conditions for you to see and pass onto your members if they request them. Kent Highway Services will be visiting each district over the next few weeks to speak to and inform the premises with A-boards in your area about the new licence. We will be happy to discuss this with you further if you wish, our contact details are written below. Yours faithfully, James Lee On behalf of Kent Highway Services Enforcement Team 01622 358762 khsenforcementteam@kent.gov.uk

Ashford Borough Council Media Release
13 July 2010
Recreation Ground Road Car Park, Tenterden
The car park in Recreation Ground Road, Tenterden will be losing more than 50 car parking spaces from a total of 257 with immediate effect. The car park is partly owned by Ashford Borough Council, and the council has, until recently, leased the top section, which comprises 57 spaces, from Zetbova Investments Limited to increase the available car parking.
However, negotiations to renew the lease for the 57 spaces at a financially viable rate have not been successful and Ashford Borough Council has, at Zetbova Investments solicitor’s request, erected barriers between its land and that of the landlord and taken the ticket machine out of use.
“We apologise for the inconvenience caused to our car park customers and will continue to try to negotiate the reinstatement of the car parking spaces,” said Ashford Borough Council Business Manager, Kirsty Hogarth.
